Application
Criteria
A person or entity interested in leasing the Facility must submit an application to the City containing the following information:
1. Contact Info: Name, address, contact information, and the name of the primary contact concerning the application.
2. Clearly describe the proposed use of the Facility.
3. Describe how your proposed use of the space contributes to Hillsboro’s quality of life and economic vitality.
4. Previous experience.
5. Provide a business plan or capabilities of leasing the Facility for the terms of the lease, including:
Expenses: Insurance coverage, utilities, your proposed monthly lease amount, and Washington County property taxes.
Revenue: Proposed studio rental rates, as applicable: memberships, retail sales, education space activation, and rentals.
Application Evaluation
All submitted applications which conform to the criteria will be evaluated. Any award will be made to the proposer whose application will serve the City’s and community's best interests. Without otherwise limiting the generality of the immediately preceding sentence, City may apply the following criteria, not necessarily listed in order of importance, when evaluating proposals: (a) thoroughness and completeness of proposal; (b) responsiveness to proposal requirement's; (c) financial resources, history, and feasibility of the proposed use(s); (d) compatibility of proposed use(s) with surrounding businesses.
Preference will be given to businesses, or nonprofits; and proposals that:
Provide a public benefit.
Support the vitality of Downtown and the Cultural Arts Districts.
Activate the storefront space six days a week during daytime hours.
Participate in the monthly Hillsboro Art Walk now in its 17th year.
Support the City’s commitment to advancing Diversity, Equity & Inclusion.
Support goals identified in resident driven plans including Hillsboro 2035, the Cultural Arts Action Plan, Downtown Renaissance Plan, and Downtown Framework Plan.
Provide a viable business plan, including reserves.
Lease
City will enter into a sublease with the selected proposer(s) concerning the Facility. The lease will be available to start, but does not need to start, on November 1, 2024.
The sublease will contain terms and conditions required under applicable law and will otherwise be in form and content satisfactory to the City. Without otherwise limiting the generality of the immediately preceding sentence, the lease will include terms and conditions concerning, among other things, acceptable use of the Facility, rent, minimum insurance requirements, compliance with laws, indemnification, and tenant representations and warranties. The sublease will last one year, with an option to renew annually up to five years provided the sublease agreement in in good standing.
