The City of Hillsboro and Washington County are working together to open a new year-round shelter near Winco & Dairy Creek Park in time for the holiday season.

The new, 75-bed pet-friendly facility will provide adults experiencing homelessness with life-saving shelter and support services and connect guests with pathways to long-term housing. Once open, the shelter will be operated by Project Homeless Connect Washington County (PHC).

The shelter project is made possible thanks to use of the property owned by the City of Hillsboro and funding provided by Washington County’s allocation of Metro's Supportive Housing Services Measure as well as state and federal support.

Community Engagement

Share Feedback on the Draft Neighborhood Plan

Nearby residents and businesses are invited to review and share feedback on the drafted Neighborhood Plan – an agreement made by Project Homeless Connect and Washington County to ensure the shelter location is a supportive neighbor.

The Plan will guide communication and collaborative problem-solving for PHC and close neighbors.

Shelter neighbors were invited to help develop the Plan in September.

August 7 Community Meeting

The City of Hillsboro, Washington County, and PHC invited community members to learn more about the project, get to know PHC, and ask questions during a virtual meeting on August 7.

Focus Groups & Survey

The City’s previous community engagement through stakeholder focus groups and a community-wide survey has informed:

  • Plans for the shelter's design, architecture, and amenities

  • Operator selection & qualifications

Timeline for Opening

With an operator on board, construction moving quickly, and a Neighborhood Plan under community review, Hillsboro’s future year-round shelter is expected to welcome its first guests in time for the holiday season!
