
2027 & 2028 Water Rate Online Feedback Form
The City of Hillsboro Utilities Commission and Hillsboro Water Department greatly value input and engagement.
Customers are now invited to learn more about and provide feedback on the proposed 2027 and 2028 water rate increases.
2027 & 2028 Proposed Water Rates
The Hillsboro Utilities Commission are considering three options for the 2027 & 2028 water rate adjustments. The first option will follow the recommended adjustment from the 2024 Rate Study. Options two and three propose a higher adjustment than that proposed in the 2024 Rate Study due to:
Recent high inflation on items, like fuel costs, that were not anticipated in the 2024 Rate Study,
Willamette Water Supply System (WWSS) Industrial Pipeline Project. This project was deferred due to cost increases but is scheduled to resume with Hillsboro’s estimated share at $60-75 million. While Hillsboro Water is exploring a potential grant, it is not a guaranteed funding source.
A smaller increased rate adjustment now will spread out the impact of future rate adjustments.
Three options are under consideration by the Utilities Commission:

Residential Customers
If Options 1 or 2 are approved by the Utilities Commission, the drinking water portion of the monthly utility bill for a typical* residential customer using 6,000 gallons a month would increase by:
$2.24 on January 1, 2027 (from $56.22 to $58.46)
$2.35 on January 1, 2028 (from $58.46 to $60.81)
If Option 3 is approved by the Utilities Commission, the drinking water portion of the monthly utility bill for a typical* residential customer using 6,000 gallons a month would increase by:
$2.53 on January 1, 2027 (from $56.22 to $58.75)
$2.64 on January 1, 2028 (from $58.75 to $61.39)
* About 91% of Hillsboro Water’s customers are residential. About 80% of those customers use about 6,000 gallons of water or less each month.
